116a 216 b) A supplement of 20 % is granted to the amounts resulting from (a) and if there are still amounts which are below the comparable earnings (excluding child supplements) of comparable old-age pensioners, a reasonable grant may be granted up to the amount of the difference. The decision is taken by the competent Reichsamt, in case of doubt, by the Oberste Dienstleistungsbehörde in consultation with the Reichsminister der Finanzen. (c) In addition, a uniform child supplement of 20 RM per month is granted for each child entitled to the child's allowance, if the basic seats of the Reich are applied mutatis mutandis. (d) The amounts resulting from (a) to (c) shall be subject to wage tax, to civil tax, as well as to any military surcharges under Reichsrecht. 3. Payment shall be made on the basis of the pension or authorizations to be provided by the entitled persons. In cases of doubt or in the absence of sufficient documentation, affidavits may be obtained concerning the accuracy and completeness of the information. 4. Payment shall begin on the day of departure from the collective care. In the case of calculation of the part of the support attributable to the rest of the month, each month shall be calculated at 30 days. In leap years the 29th of February is counted twice, in the remaining years of February 28th three times. In the summing up of several hours of service 30 days are counted as 1 month. 5. Changes in the marital status which, according to paragraph 7, would require a re-estimation of the pensions must be taken into account in the establishment of the benefits; therefore, the beneficiaries must be given up to notify immediately any change in their maritals status. For the grant of child allowances (start and end, but not amount) the German basics are to be applied. 6. In order to simplify the calculation of the support payments as far as possible, we determine the following: a) If a pensioner dies, his widow shall receive a widow's allowance of 60 % from the first of the month following the date of death. If a widow dies, the widow's allowance shall be abolished with the first of the month following his death; the same shall apply if the widow remarries. b) Orphan's benefits shall be paid only until the end of the months in which the child entitled to the orphan's pension reaches the age of 18. If a pensioner dies, orphans' allowances shall be paid to half-orphans in the amount of 1⁄2/s of the widow's allowance, to full-or orphans in that amount of the survivor's benefit. Widows' allowance and orphan's allowances may not together exceed the amount paid by the deceased official. (c) The benefit granted in place of pensions may not be less than 64 RM per month and the benefit granted instead of widow's allowance may not remain less than 32 RM a month. Children's supplements are also paid. 7. To supplement the above provisions, the provisions of the DBG., in particular the provisions in § 127ff. DBG, are applicable. 8. Due to the calculation of support payments for military pensioners, special provisions are made by the High Command of the Wehrmacht (Reichsversorgung). 9. The ongoing support is given to benefits from Umsiedler-Kreisfürsorgung. The services responsible shall notify the municipal and district authorities of the place of residence of the amount of assistance paid.
