35 Home Guidelines for the Case of Enemy Threat Although an enemy threat in the Protectorate is not current at the moment, any civil administration official in charge must already know what factual duties and personal duties are incumbent on him and his subordinates in this case. I give the following precautions: 1) Even if the Protectorate should become an operational area in whole or in part, the civil administration will remain in full control. The normal competence and insinuation of both the Reich authorities and the autonomous departments will not change. Only in the battle zones, whose limitation the military commander determines in consultation with me, are the upper military command authorities authorized to give direct instructions for the execution of their combat assignment civilian services.
