STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 2036, sig. 109-7/43
English Translation
73 - 9 - Faith in God and in a general moral order, love for the people, the country of the father, life and work, the will for a perfected social justice and the faithfulness to the thousand-year national transmission. . A Czech national culture with success can only be formed by those who, both spiritually and fatefully and also according to their descent, are connected with our thousand-year-old fatherland and people. Anyone who is not rooted on this reason or is foreign to him because of his racial separation, can and must not exert any influence on the people's culture or education. True artistic and scientific works are certainly only carried out in an atmosphere of creative freedom. Only freedom is lasting only in compliance with responsibility and loyalty to the higher values. Wise works and works of art carrying into the people the germ of moral disintegration, lies and godlessness have no true national and cultural values in them, as they undermine national honor and dignity, enthusiasm and strength, heroism and sacrifice. Czech culture must express the people's own life and nature; it must not, however, remain without concern for the cultural formation of the rest of the peoples, for it is a permanent part of world culture. Czech science and art will therefore both closely follow the cultural impulses and creative contributions of other peoples, in particular the German people, to whom the Czech people have been in close and stimulating relations from an age-old point of view. Czech culture, too, can only be truly large to the extent that it represents a very rich volcanic culture.
