.4 - 10 measures should, of course, not only be taken against the visitors to the spas and resorts, but also against hosts and landlords, who will not allow such an unwarranted activity to comply with their obligations under the guidelines set out in the annex. In these cases, the question of the withdrawal of concessions will have to be considered. 4. However, state police measures should only be taken by those who, on a number of occasions, show an attitude which is particularly obvious to every healthy and clean-thinking fellow-citizen. Under no circumstances should a natural holiday joy be prevented, which must be given to the people seeking refuge, especially in times of war. The activities of the patrol service are not intended to degenerate into raids; a raid would only be on the spot if there were continuous misconducts in certain restaurants (e.g. a permanent situation after a police hour in a certain hotel) that such a measure was necessary in exceptional cases. In exceptional spas, a strict scale can be laid out, since these places are primarily available for the sick and not for holiday travellers and the behaviour of all visitors must also be adapted to the need for rest of the guests seeking recovery. Similarly, special attention should be paid to those who seek to mislead police regulations in accordance with the above directives by moving from place to place and thus extending their stay in recreational resorts again for months.
