In the case of Real-Union between an activity in the Ministry of State and in the autonomous central authorities, the post can only be applied in one place. It would have been crucial to have the most significant activity (e.g. post for ministerial councillor v.Busse and ministerial councilman Hawrahek not in the establishment plan of the State Ministry, but in their capacity as head of the Oberaten Preisbehörde v., Head of the Supreme Auditor in Chapter 2 - Division-). (a) For officials acting as advisers to the Council of State or Government, depending on the extent of the area of responsibility. (b) For the employed officials (e.g. heads of sections,department heads at the regional authorities, district heads) the posts provided for the corresponding activity in the Altreich (i.e. ministerial director, senior director of the regional council). 8. For the officials leaving the State Ministeriv, the ministerial allowance shall be paid. The protectorate allowance is to be paid from the point of view of the further activity in the division of the German Minister of State. 9. A decision of the Minister of Finance of the Federal Republic of Germany on the above-mentioned fundamental questions of the budget of the Deutsche Staatsminister should be taken before submission of the draft budget.
