The establishment of the Deutsehen State Ministry of Bohemia and Moravia as the Supreme Reich Authority requires the creation of an independent section for the division of the German Minister of State.It is proposed that the Section XV (Reichsprotector in Bohemia and Mihren) be adopted for this purpose, while the Reichsprotectors with their office would have to carry out a special chapter in the budget of the Führer (Individual Plan I). The budget of the German Minister of State would be divided into Chapter 1 - Ministry of State - and Chapter 2 - Division of the Deutsche Staatsministers-. 2. Chapter 1 Title 1 contains the establishment plan of the Office of the Ministry of Education and Science The limitation of the staff structure of the State Ministry to excluding executives requires the provision of top posts. (as in the General Government, if any, with a vacancy allowance of 1.00o RM) with the designation "Ministerial Director in the German Minister of State for Bohemia and Moravia". (b) For the General Officers, in principle, ministerial council posts, but for 5 of them as representatives of department heads of particularly important departments. (c) For the Higher Regional Councils - Inspectors post of the Conseil d'État (Ministerial Council) with the title "Oberlandraten - Inspektive des Deutschen Staatsministers für Böhmen und Mähren" and an allowance which they pay in their emoluments on the position of Ministerial Councillor. 4. The tactic pursued by the Reichsminister of Finance, first of all to grant only the posts required by himself, is experientially too difficult and delays in subsequent raising requests. 5.
