The amounts requested for budgetary expenditure may, in principle, be requested only in the amount which is not necessarily necessary and should, as far as possible, be kept within the limits of the twelfths of the estimated expenditure. If the amounts requested in a monthly declaration of demand differ significantly from the above-mentioned twelfths, the reasons for the refusal shall be given in accordance with the nature and amount of the payment. Excluding expenditure shall be substantiated in detail. a/ Procedure before the Ministry of Finance and the competent authorities. The Minister of Finance examines, approves and sends an approved copy of the postal savings bank or the National Bank for Bohemia and Moravia. Post savings bank and National Bank of Bohemia and the Moravian National Bank may only carry out the payment orders up to the amount of the financial requirements approved by the Finance Minister. According to the approval of the monetary declarations granted by the Minister of Finance, the protectorate offices or offices are: the central protectorate authorities are authorised to make payment orders in their administrative area for the next month up to the amount of the total amount approved by the finance minister, with the exception of expenditure for which special approval by the Finance Minister is required.
