In fact, the protectorate's treasury administration carries out almost all the cash movements in cash to an even greater extent than the rest of the Reich= area. All income and expenditure can thus be determined daily on the cheque accounts of the central authorities at the Postspar= kasse. Therefore, the finance minister always has a precise overview of the entire cash position. As regards point 4./ : it appeared expedient to use the information provided for in point 4. the Ministry of Finance concerning the transfer of budgetary resources to the authorities of the country of finance=directions subordinated to it, together with the decree referred to in point 3./ above, to the other central authorities ofthe Protektorat in order to facilitate the issuing of appropriate orders for their scope. o II. The rules governing the protection of the financial interests in the Protectorate have so far been laid down in the so-called financial provisions , which are adopted each year and apply only to the accounting year in question . In its letter to the Ministry of Finance concerning the approval of the budget proposal for 1942 of 20 October 1942 - II/7-3006-1, the Reichsprotektor considered it expedient that some a l l e m e i = n e' budgetary provisions should be laid down in a special regulation 06/7, the validity of which is limited. The Ministry of Finance is therefore preparing, at my request, a draft government regulation which summarises some general provisions on the establishment and implementation of the budget.
