9 -5 It is also impossible to draw up certain particulars concerning the size or minimum size of a so-called normal municipality; in the case of the merging of the municipalities concerned, it is more likely to be based on the different local characteristics of the landscape (the district). In the natural centres (so-called central places) the relevant municipalities are to be integrated. For the selection of the priorities are among other things decisive: main place, good transport situation, market, shopping possibilities, local needs, school, church etc. A greater distance than 3 - 4 km of the individual villages from the seat of the municipal administration will not be acceptable to the inhabitants concerned. II. Economic structure. Consideration must be given to the economic structure of the municipalities and the occupational structure of their inhabitants. No urbanization of the rural districts and also individual parts of municipalities! Industrial locations must be combined. Workplaces and workers' residences must be linked as far as possible. III. Financial= and economic situation. Consideration must be given to the financial= and the economic situation of the communities which are to be merged. This monent is not decisive. By merging only poor communities, one will usually not create an administrative = and financially strong entity. IV. Volkstumspolitisch. It should be noted that German municipalities or municipalities with a considerable German minority retain their independence as far as possible. German possitions (schools, property, etc.) must not be affected by these measures! On the other hand, it will often be possible to extend German influence by one or more Czech municipalities being joined to a German-led municipality. ./.
