For example, in order to take a district out of the list on sheet 2, the district head in Budweis must issue all his round orders in 270 copies. 270 answers - often after repeated questions - return to this. The district head must approve 27o budget plans of the municipalities and monitor the implementation. A large part of these budgets are drawn up by officials of the district authority, because the relevant municipal leaders are simply unable to do so. It is not even possible for the district head to know all his 270 municipal leaders personally. And yet this is politically indispensable! Conclusion: These disadvantages force the political conclusion to eliminate the dwarf communities. Administrative= and financially strong municipalities are to be created. Landesbehörde, Bezirkshauptmänn, Oberlandraten, BdS and Bodenamt, with which the envisaged measures were discussed, welcome the merger very much. For the rest of the empire, the same measure is ordered by decree of the Reich Minister of the Interior of l6.I.l939, but the implementation for the duration of the war was approved. FPür the Protectorate does not apply this decree. It is politically expedient and also important, as can be seen for the reasons of l-4, to start this reform immediately. B Principles of the procedure. The new municipalities must first of all be able to carry out their statutory tasks, both administratively and financially. When merging the municipalities, the following principles will have to be observed: I. Size. Municipalities of less than 300 inhabitants can hardly fulfil their tasks. However, municipalities with a population of 700 or more will be more likely to achieve this. ./.
