In my motion of 12 January 1943, Z.1664-P/3-1943, I pointed out that special attention should be paid to the substantive examination of the tests, with particular reference to the economic and economical work of the administration. In this way of carrying out the tests the examination officers must take into account in the present time first and foremost the urgent tasks of the war. Today, every administration must take full advantage of its staff and take back any work that is not necessarily necessary, and it is the duty of the Supreme Audit Authority to pay particular attention. I therefore order that in the future, in any audit report on the organization and work tasks of the audited department, a brief but sufficient opinion be given.
