Apart from this, it is not necessary for the Protectorate to have a legal regime under the law because the objectives pursued by the decree have already been largely achieved here: the establishment of the Reich Defence Commissioners has been created in order to provide the Council of Ministers for Imperial Defense and the Supreme Reich Authorities for the implementation of civil Reich Defense with a responsible body of the littelstufe, which at the same time provides the summary of all civil services in matters of Reich Defense. In the Protectorate, however, the unity of the civil administration - both the rich and the autonomous - is already ensured to the highest extent by the Reichsprotektor.
