In practice, the implementation of this instruction implies an undue delay in the execution, as, for example, an application submitted to the national authority in Brno by that authority is transferred to the Joint Committee in Prague and sent back to Brno by it. The decentralization in the execution of the requests for prices, which was aimed at the national authorities by the recognition of competence in price matters in order to speed up the completion of the small requests, was rendered worthless by this measure. The Joint Committee takes a position on the requests submitted after a longer period of time and the member companies complain about this delay in completing the requests. The reason for this is to be found in the organisation of the Joint Committee. In the statement of the Presidency of the Government [227/1939], by which the Joint Committee was established, Par.5 states that the Committee is entitled to request the fixing of prices for cocoa products, sugar products and pastry, but that competence clearly refers to requests of a general nature, since the statutes of the Joint Commission reserve the right to submit such requests for prices, the Par.lo of the Statutes then states that,
