103 - 3 - We have sent the Minister of Trade our message, in which we have taken a repellent position and which has made it clear that there is no contradiction between the citi-tial provisions. Regulation No 263/939 on temporary restrictions in certain branches of industrial enterprise, which introduced a special authorisation procedure for the establishment of new businesses, the extension of industrial establishments and so on, expired on 3 October 1984. We have already argued in favour of extending the effectiveness of this government regulation. However, it is not possible before the regulation expires, according to information from recent times received from the Department of Commerce, but it is intended to extend its validity again, i.e. It is likely that with retroactive effect from 1 November l940. The trade authorities have been instructed to carry out surveys on applications submitted to them, and on applications for the issue of the trade certificate, in accordance with the regulations, in the event that their validity is extended. If the Legal Department continues its experience in accordance with the Government Ordinance, insofar as its individual cases are submitted for comments by the trade authorities or the Trade Office, we shall give a summary of the requests made by the Ministry of Commerce and Commerce. 263 in the period from 15 October to l3 November.
