The first period of timber quota ended on 30 September 1940 after a half-year period. The continence was only related to coniferous timber and the purchase certificates for sawn timber were issued to the individual applicants by the supervising body. The quota actually lasted from 1 April 1940, but since part of the round and sawn timber was omitted from the quota and left to free sale, the requests for the allocation of purchase tickets were not submitted until August. The allocation of purchasing tickets by the supervising agency was not satisfied in all cases. Digs was caused by the fact that at first this system was not implemented: there was no statistical material available and the demand was not known and mainly the quota of the Ministry of Commerce was insufficient. As a result, the quota had to be paid for a month's requirement, later on for a week's need. In this case, the applicant was given only l5 or l0% of what he requested. Since we were aware of complaints from industrial companies about the inadequate allocation of purchase licences by the monitoring body, we requested the Ministry of Trade that the timber quota be carried out in a similar way to the quota of iron and steel, which means that the whole industry would receive an annual quota of four years distributed among the various groups of workers. This is the case in the United Kingdom, the Netherlands and the United States.
