The only current difference with respect to the Reichsorganisation is that there is not yet an independent central bank for Bohemia and Moravia, but rather the functions of the monetary authorities are still exercised by the two examination associations. There is no doubt, and it is also in line with the joint programme of Groups II/1 and II/2, that the money business must be taken away from the associations in order to deprive the associations of the economic position within them and, at the same time, to bring them into line with regulations in the Reich (see below IV for details). III. 1.) When setting up German representatives, the following must be observed in principle: a) The management of the Czech cooperative system consists of highly qualified experts in the field of technical and economic policy. In my opinion, the installation of German is therefore only of decisive value if these confidants are really good specialists, but at the same time they possess sufficient political instinct to master the political task they have to carry out (for this reason, in my view, the use of the forces present in the small German cooperative association in Brno was out of the question from the outset). The following follows: (aa) The installation must be carried out in such a way that the trustmen are not kept in a organizational and religious way in the well-known tactic of the Czechs and thus deprived of their actual task, the general political supervision.
