In the creation of utraquistic institutes with the installation of Germans with a dominant position, on the other hand, the difficulty with the procurement of suitable personnel arises again. An installation of trustmen only has a purpose if the corresponding personalities are present for this purpose (not as in the case of Bohemian-Märische Verbanden the appointed special representatives). The question should be clarified whether one can also achieve the set goal with these trustmen. It must be men who are not only concerned with the post with a corresponding as high salary as possible. They have to see the task and do not only represent the interests of the respective institute or association. When solving the two mentioned problems in general, the human question is the most important moment. It would therefore be useful for Group II/2 to set up the future organization with the most important posts to be filled in Germany and at the same time to draw up proposals for their occupation. It would be particularly important to pay attention to the remarks already made by Group II/2 under III bb). It is particularly difficult to resolve the questions of co-operative monetary compensation, as this is where a wide range of interest groups (agricultural, commercial banking, etc.) occur.
