It is naturally extremely difficult for permanent tenants to obtain a replacement apartment from the pension now, which can be seen from the fact that a significant part of the hotel room is already used for these purposes, i.e. for kind of foreign purposes. The two concessional supervisory authorities have pointed out that, in the event of a change of purpose, i.e. the conversion of a pension into a hotel, the obligation would be to obtain an authorisation under § 1,A .l, Zl.2 of Reg.Vdg.Slg.l77/l94l. In its reply, the Ministry of the Interior took the view that it should refuse this authorization, since the number of housing units should not be reduced without reason in the case of the existing lack of housing. The Ministry of Economic Affairs and Labour, following a copy of a letter addressed to the Magistrate in Prague dated 23 October, issued the same facts, has given up on the Magistrat to examine whether it was not a question of circumventing the prices fixed by the Supreme Prize Authority. If necessary, the withdrawal of the concession would have to be carried out to a large extent.The price authority has not yet given its opinion on this issue. However, it should already be clear that Mrs Garais should not have unilaterally converted her rooms from pension rooms to hotel rooms and the associated conversion of the price system without having the ministerial approval necessary in addition to the concession. I am not aware of the decisions taken by the other two central authorities. I would like to take the view that, under the present circumstances, the transformation is not accepted, but, on the other hand, it is a review of the pension prices approved by Mrs Gareis.
