On the same reference date of the previous year, 92,849 full-time workers were partly long-term unemployed, the number of persons employed was 1,648,574.This figure did not include total invisible unemployment.A significant proportion of these unemployed also belonged to social professions, which in the rest of Germany have been suffering from labour shortages for years. As early as July 1939, 23 employment offices with 85 branches were established and thus the necessary organizational foundations for a systematic labour use were established.Despite the seasonal lows and despite the changes in the economy of the Protectorate to the war economy, which coincided precisely with the construction, it was possible to achieve extremely favourable results.
