0 - 6 - I. Planungs-_und_Bauhoheit,_Verwaltungsorganisation 1.) The order of the habitat of the German people on the basis of the law and purpose set for the space and soil serves the needs of the people community. The planning as well as its preparation and implementation is the sovereign task of the Reich (planning authority). The Reich further arranges the adaptation of the individual structures into the overall planning and their design in the individual. Moreover, it regulates the proper use, maintenance and renewal of the single structures (constructional sovereignty). All measures must comply with the requirements of welfare and health, safety, economy and beauty in the same way; they must safeguard all legitimate interests of the individual people as well as of the whole. 2.) The land owner and any party involved in the planning, execution and use of buildings must fit in with this regulation and cooperate in its implementation. 3.) The Reich exercises the planning and construction authority either directly and through the canal itself, or it transfers the exercise to municipalities and municipal authorities (organs of planning and building authority). The Reich adopts the general provisions of the Reichsplanungs- und -baugesetz. To this end, the general and individual regulations required in the Reich's building arrangement and in individual orders are issued. The Reich leaves to the municipalities and municipal associations within the framework of its provisions the implementing regulations and individual orders by municipal (local) regulations.
