32 - 32 - c) In redesign areas, the owner must, on the order of the persons concerned, remove the building, renew it in whole or in part, and, where appropriate, participate in the removal or renovation of the building in an appropriate manner. B) Participation of the community and organizations 1) The municipality supervises by appropriate technical supervision all constructions on their condition, namentlioh for the remote keeping of certain dangers (fall, fire, diseases, danger of morality). It shall assist owners and owners in the performance of their obligations by means of supervision, advice, material promotion, orders and, if necessary, by imposing penalties in order to ensure the necessary measures for the proper use, management, conservation, financial management and renewal. Following a prior threat, it may take urgent measures at the owner's own expense; the costs shall be recovered in accordance with the rules applicable to taxes. If necessary, the municipality may provide for the use of buildings in whole or in part, in general or for certain categories of persons or uses for a period of time or permanently, and may require the disposal or renewal. 2) From the age of the buildings to be determined, the municipality may levy a building age tax, the age tax must be measured in such a way that it absorbs to a large extent the higher net profit resulting from the debt relief of the building. The additional costs incurred as a result of major repairs and loss of revenue resulting from the reduction of rent or loss of rent must be taken into account; the income from this must be managed by the municipality in a special fund and must be used to cover expenditure on urban health and urban regeneration measures (see II C 4 b: Area of restructuring) and rent compensation
