C Division V Prague, August 5, 1944. V/1 - 7547/44. 1 - Z. AUG.1944 To the head of the ministry. Betr.: ID for German war-committed women to the preferred purchase. Reference: My report of May 12, 1944 - No. V-822/44-, and your letter of 11 July 1944 - St.M.XI C -23 f/44, The comprehensive investigation ordered by me, whether it is necessary for German war-committed women to introduce ID cards for the preferred purchase, has shown that the possible smooth supply of the population so far could be ensured essentially by the following measures: l. Internal improvements and simplifications, 2. introduction of mandatory sales hours, 3. establishment of independent retail shops in defence companies, 4. fight against snake formation, 5. instruction and education by meetings and the press, 6. ID cards for the preferred purchase for German and Czech expectant and nursing mothers, for children-rich families and the sick as well as heavy war injured. Internal improvements were achieved in particular by a previously tested goods order and collection system, furthermore since May d.J. a communication system was developed, which makes fortunately school. According to him, the customers are informed by pre-delivered franked postcards, if they are their turn, so that the previous time consuming demand e.g., is unnecessary at the outlets for fish, game and poultry. The necessity for the introduction of compulsory sales times arose from the observed arbitrariness of the textile shops, other specialist shops and even the grocery stores, to close their shops as desired, especially also on Saturday afternoon. */ St.M.XC-23i/44
