44a In the past, there was no legal basis for the inclusion of some neighbouring communities in the representational and uniform management of the hege measures, since the Protectorate hunting law did not give the Lord Reichsprotector a privileged position. However, in order to comply with the wishes of the Lord Reichsprotector and to achieve the necessary special position, the possibility of §§ 12 and 36 of the Reg. Ordinance I27/41 was made use of and the territory of the forest office Seelowitz and certain surrounding municipalities were declared a nature and game reserve, since for the necessary conditions were given to achieve in this way the necessary rounding off of the representation hunting area. The non-involvement of the neighbouring communities of Groß-Seelowitz in the representation hunting area would have remained a permanent threat to the wildlife, since the neighbours as beneficiaries of the high wildlife level could have hunted down the numerous alternating game and in this way crossed and affected the initiated hegematic measures. The creation of an exceptional position in favour of the German farmers in Branowitz was not possible for the above reasons and a compromise failed due to the inadequacy of the chief hunter, who did not want to acknowledge the special position of the representation duties of the Lord Reichsprotector. His arguments that the Czech officials of the See-Lowitz Forestry Office would hunt on the property of the German farmers of Branowitz and that the hunt for the young farmers in the field should be preserved do not go through and can only be regarded as a pretext, for 1.) not Czech officials, but the Reichsprotector and its guests hunt there. And if there is also a hunt or has been found, then the execution takes place by order of the German forest director and mostly in his anvesenity and under his direction, 2.) are, as far as I am told by the lower hunting authority in Brno, in Branowitz 3 whole hunting licence holders.
