The meeting with Mr. Ministerial Director of H e 1 m s took place in the presence of the Operations Officer, Mr. Ministerial Councillor K r a m e r. Of fenbarr had not yet found an opportunity for MD. v. Helms to inform Mr. Kramer about the purpose of the meeting. It was necessary to clarify in particular MR. Kramer about the administrative relations in the Protectorate.- MR. Kromer is only relatively short time into RMdI. For example, it was on the view that our district authorities would be comparable to the majority of the Rhineland-Westphalian state citizens.- MD. v. In the course of the discussion of my suggestion 1) Helms no longer agreed, as before, to make available any higher officials who would just happen to be free, but that now, through exchange of rings in the Reich, good administrative officials would be released, 2) that some of these officials would, as far as possible, be marched to Bohemia and Moravia at the end of April. The following procedure is to be followed: MR. Kramer immediately searches out the personnel files of the officials in question and sends them to us for inspection. In the period between 20 and 25 April these men are appointed to Berlin in the RMdI, so that both the RmdI and we get an Eindruek from the officials. MR. v. Helms also decided to be able to punish higher officials, who show such a miserable attitude as the two supreme councils from Aussig and Troppau, in a disciplinary manner on the spot. As an absolute prerequisite for the service in Bohemia and Moravia, it was recognized that the civil servants must be perfectly correct both in terms of their qualifications and their attitude. It is intended that the undersigned will occasionally negotiate in Berlin the presentation of the officials chosen for Bohemia and Moravia because of the availability of other senior officials, which is generally accepted.
