The lack of foresight and planning, the weakening of the sense of reality and the shocking appearances of headlessness, as well as in the West 1944/45, is everywhere observed in the south-east and east; the stubbornly mechanistic waiting for orders from higher departments, although it would have to be acted upon immediately; the often perceptible aversion to responsibility and the aversion, in the interest of the people and the kingdom, to act independently or to think reality-justly and therefore correctly - all these manifestations find their last explanation in that bitter docility, which takes away more and more the specific nature of its peculiarity and the reserves of its strength from the German point of view.
