Beyond the many individual measures, every Czech creator today feels the new spirit of German socialism and feels the renewed impact of his performance and his human dignity. You see, therefore, that it can be made clear, both politically and on the cultural and economic side, that the incorporation of Bohemia and Moravia into the German territory could proceed so smoothly. If I am now to bless some of the practical handling of the political tasks in Bohemia uad Moravia, this should only serve to explain what I tried to tell you in principle. The German leadership in the Protectorate was re-organized by the Führerer Decree of 2 August dee previous year. In addition to the Reichsprotektor, the Minister Frick, the German Minister of State for Bohemia and Moravia, SS-Obergruppenführer Frank, both are in the rank of Reichsminister. The Reichsguardor acts as the representative of the Führer as head of the Reich, while the German State Minister, on behalf of the leader, conducts the government business. It is the principle of the German leadership in the Protectorate to remain as small as possible, thus limiting the circle of persons as possible and not to take over self-government, but simply to carry out the actual abandonment of leadership and supervision. In the last two years, therefore, it has become increasingly apparent that the tasks of the autonomous administration, which were originally, after the establishment of the Protectorate, overturned from the upper authority to the district authority, to the 'own German administration' - have been overtaken by the autonomous valorisation carried mainly by Czechs, so that now only the Deuteche State Ministry for Bohemia and Moravia as head and Siebon Upper Land Councils as inspectors are present, but all other administrative matters are regulated by the eutonome administration. In the cutonome administration, of course, a number of Germans are also incorporated in order to achieve the equalization of the administrative activity with the Reich administration, whereby purely German tasks are performed in the form of the Roichsauftragsverwaltung.
