29 - 13 - rers of 20 August 1943 also clarified the German leadership position in the Protectorate and eliminated a so far often harmful dualism between the Reich Protector and State Secretary. By this decree the Reichsprotektor in the protectorate is representative of the leader in his capacity as head of the Reich and has above all representative tasks. In addition, three points of the decree clearly define the tasks to be assigned to the Reichsprotektor, in the course of which it is, however, bound by the proposal of the German Minister of State. These are: 1. Confirmation of the members of the Protectorate Government. 2. The appointment and dismissal of German officials in the Protectorates and 3. the right of grace. On the other hand, the German Minister of State has been entrusted with all/the maintenance of the interests of the Reich. All tasks and powers incumbent on the Reich Protector are now under the responsibility of the German State Minister. He is directly under the authority of the Federal Minister and receives instructions only from him. You have been following the political development since March l939 and I can summarize it.
