The individual values were estimated without strict guidelines by the members of the staff. They were able to carry out these calculations because, as can be seen from the attached staff composition, they were mainly skilled workers (architects, engineers, etc.) and the estimate was generally based on the purchase price. A flat-rate amount was added for the expenses already incurred, such as freight charges, recovery costs, etc. In individual cases, particularly in the case of valuable or cheaply acquired goods, a special premium has been added up to the amount of the proceeds of sale to be expected, in order to compensate for the inevitable losses incurred.
