January 1944 Such evacuations have already been carried out with varying success in the Reich. This question has again given rise to discussions here. An action initiated by the former Division I 3 to free pensioners' apartments in public buildings is already underway. Furthermore, § 3 of Reg. Vdg. 248/4l in the case of in-house residential buildings (workhouses) the ability to free up pensioners' apartments and to fill them with active members of the family. From this it must be concluded that the evacuation of pen- sionists will only be possible to a very limited extent. On the question of the extent to which other persons who are not employed at their place of residence and have a second dwelling elsewhere can be evacuated, there is the statement of the Head of Division II, who can only add that in the current situation of the housing market the municipalities have completely unused dwellings. In many cases, they are likely to have been more severe, often intended, in such cases. I do not think that there are more practical ways of evacuation than there are. Therefore, there are only two possibilities: either to get the evacuation on a voluntary basis by calling on the population or to resort to coercive measures, which is currently lacking the legal basis. When calling for voluntary eviction, the Czechs will be in advantage because they usually have relations with the flat land and can live outside the large industrial cities with relatives.
