0 • • a B.The entry into force of the Special Investigation Plan and the execution of the search. I. The entry into effect of the special investigation plan. The use under the Special Procedure Plan shall be limited to those cases of political or criminal importance which justify the associated extraordinary burden on the service and the individual and the expenditure of significant costs. Before ordering an alert, it is therefore necessary to carefully check, with regard to personnel and the overload of the technical means, whether an ordinary search has to be initiated or whether the conditions for an alert are in accordance with the special alert, and, if necessary, in what spatial extent and with what forceful operation the search is to be carried out. Moreover, the entry into force of the Special Investigation Plan is justified only if: (a) a capital or other sensational crime has recently been committed and (1) a known suspect is fugitive, (2) a perpetrator is not known by name, but (&) the suspect can be described in such a way that, on the basis of the person's description or training/probably the vehicle used for flight (car, motorcycle, bicycle) it seems possible to be accompanied by other services or (b) at least the direction of flight of the actual person (persons) can be successfully carried out by other persons who are generally suspicious;
