Reference : My Circular dated 15.11.1940 and 15.12.1940 I 1 c- 5570 In the preliminary assessment of the German language skills of the Czech senior officials and their equivalent officials as well as the subsequent applications for exemption from the examination, I ask not only the knowledge of speaking, but also in particular the knowledge to be taken into account in the letter. Where, on an exceptional basis, questions have been made to the Protectorate's Administration concerning the communication of those officials who have sufficient knowledge of the German language, I ask that this information be scrutinised strictly. In cases where it is not possible to check, I request no proposals for exemption. Furthermore, when drawing up the lists of officials proposed for exemption from the examination, I would ask you to assume that the following points are relevant: 1./ Almost all drafts in Czech language are currently being drafted and finalized in the Protectorate authorities.The German translation is subsequently produced by its own translation divisions, so that the Czech speaker or director of the abbey usually does not see the German text at all.
