6h Report on the validity of l.Jänner to 20.Feber l940. Since the establishment of the new budget, the priority in Prague's municipal work has been to make use of and implement the items for German purposes. During the Janwd, the focus was on the concern to push the construction projects forward and to bring the various types of subsidies to the disbursement. A wide space øy took in the urban work the discussion of the popular housing program for the year l940. On these issues, discussions took place within the Council, but also with the Finance Minister, who after all had the result that the funds could be used for the so-called third stage of the people's housing. However, the apartment consultant Chmelik pushed for this project with a suspicious tenacity, which may be due to the fact that he has already been secretly agreed with the construction companies because of any commissions. Klapka assured me himself that on other occasions Chmelika has actually negotiated for commissions in particular. These are incidents that we will use to finally eliminate as speakers. However, our German plan to build folk dwellings according to our kind and the model of other big German cities for Germans was slowing down on Chmelik's zeal. Of the sum of 30 million crowns allocated to popular dwellings in this year, 1 5 milliöns should be used for this new design, while the other 1 5 million will still be used to build housing boxes of the previous type in quarters where German interests are not indirectly at stake. However, when a ministerial council of the Ministry of Labour once gave a lecture on the material issues, it was clear that most of the planned buildings had to be postponed. This mainly affected the planned Czech people's homes. However, since we are able to complete the German buildings largely without the help of iron, there is still the possibility that we can go this year to build a number of these houses. Currently suitable building grounds are being identified in the districts of Holle-schowitz, Bubentsch and Dewitz and plans for these buildings are being designed.
