Reference: Lecture at the Obergruppenführer on 28 January 1943. With reference to the general approval granted by the Obergruppen-führer on 28 May, I noted that the following leading figures among the Russian refugees appear particularly suitable for propagandistic exploitation: Professor Malinin, physician (for all questions of public health and culture), Ing. Lyashevsky, former mayor of Krasnodar_(for questions of religion and industry) Puchlenko, former propaganda leader in Krasnotar (about experiences with the Soviet propaganda), Professor Schukowski (for agricultural questions). At the beginning of next week, I intend to meet the above-mentioned people with appropriate Czech press representatives in order to win propaganda material, which seems particularly important right now. The above-mentioned persons, who are to be all convinced by the Wehrmacht, are also invited to lay down their impressions in the form of articles, which may be published in a broschüren form. The propagandist action is without prejudice to the fundamental decision that the Russians have been illegally sent to the Protectorate and are to be deported from here. I have clearly communicated the position of the Minister of State here on Major Quapil on the follow-up to Colonel von Wick. In order to ensure the propagandistic evaluation, I merely informed the Hague Police Council of the Prague Police Bureau of the above names and asked them to temporarily exclude these Russians with their (a total of 9) family members from deportation.
