While the German Minister of State for Bohemia and Moravia endeavours to control this situation by relegating such refugees to other areas, the influx of refugees remains unchanged. In order to bring about change, it is requested to instruct the subordinate departments to no longer issue march orders, pass-through certificates or similar identification cards for entry or immigration into the Protectorate to refugees from the eastern regions and to submit cases where such authorisation is deemed necessary for the purpose of processing and deciding to the bodies of the German civil administration in the eastern areas. Up to now, the Protectorate has identified entry permits from OKH test stations VI and IVa as well as from the Kiev branch of the Luftgau commando XxV.
