33 3 - Head of Reporting Office. The purpose of this agreement is to ensure that people who are shortly called to the Wehrmacht or who are not available for short-term military service in the homeland on the basis of an OKw decree, the experience of the military replacement posts or of the medical service of the conscript known to the military substitutes. 2.) All persons designated for service in the Homeland Flak on the basis of the selection of representatives of the Head of the Circle shall be informed in due time before the appointment of the name, of the forthcoming nomination so that applications for exemption may be decided by the Head before the transfer of the Name List (Home Flak) to the Commander of the Flak. All applications for exemption must be addressed to the district head only before the nomination is made. Any other procedure shall be excluded. determined by Ob.d.L. in agreement with the party chancellery. These statements shall be communicated by order to the military services as well as to all departments responsible for the nomination and shall be binding. 4.) The district head shall decide on individual applications for exemption prior to the nomination as soon as the subordinate bodies which he appoints for the selection represent a view contrary to the exemption. Before his decision: a) with members of the authorities, etc.: the head of the department, (with members of Reichsbahn the Reichs Railway Directorate) b) with persons of the commercial war economy: the business manager and the armaments command, or the external representatives of the Gauwirtschaftskammer. Before taking a decision, the head of the district shall also consult the competent local authority, or the appropriate subordinate authority, with regard to any other subsidiary legislation. 5.)
