4t 2.) To write: To the head of the security police in Berlin Subject: Expense of reproved money by troops members. After the invasion of German troops into the present protectorate area it was established in several cases that troop members exploited the ignorance of the native population about the German money types to give out German banknotes in payment. The crimes left a few weeks after the invasion strongly, but lived immediately with the beginning of the war and the resulting change of the troops again. Since it can be assumed that by far not every such act reaches the notification and knowledge of the German authorities, it is possible to assume that the same incidents occurred already during the invasion into the Sudetengau. This means that in the future these incidents will have to be reckoned with in the event of the occupation of areas of foreign value when the troops are replaced. If in these acts the material damage is not too great, the reputation of the German troops and of the entire German people is damaged to such an extent that their elimination seems urgently necessary. I may make it clear to the High Command of the Wehrmacht that, in future, the following measures will be carried out shortly before they leave the territories of foreign valuta: 1.) Reference to the reprehensible nature of such an act, threat of ruthless prosecution and severe punishment 2.) Explanation that the superior must immediately be reimbursed if such an action is known, or even if only one comrade finds the possession of money out of course. In particular, it should be pointed out that the omission of such an indication from a false sense of comradeship would cause serious damage to the reputation of the entire Wehrmacht.
