22 13 September 1939. No. St.S. 1 of the request for confidential treatment a photocopy, from which it turns out that the Minister of Finance of the Reich refused to pay the protectorate allowance to the people of Germany employed in the office of the Lord Reich Protector and in the subordinate departments. I am of the opinion, with the head of the district Pg. Höß, Prague, that the decision means a reduction for the people of Germany. I do not promise any success from the invocation of the Minister of the Reich, because in view of the current financial needs of the empire the same and similar wishes are rejected with a justification against which an appeal is futile. I therefore consider it to be more correct if the matter is taken up by the department there and in the sense of a 'Bn'.
