30 -3- He cannot carry out this work as easily as other circle leaders in the Reichsgauen, since he cannot give orders to the Oberlandrat here in Budweis for confiscating dwellings, which is why he is essentially dependent on the mass quarters in the camps or on the sparse voluntary paintings of private quarters when housing refugees. The circuit leader was particularly mindful of the fact that individual refugees were trying to get work and quarters on their own, as he would lose track of the situation. In particular, he has to reject the high demands of the heads of the ethnic group during accommodation in private quarters, since he replied to hundreds of Dr.Awender that, in order to facilitate the work provided to the head of the district, he could at any time provide as much head of office as the head would wish. 192 Furthermore, Dr.Awender corrects the mistaken view of the circuit leader, according to which hundreds of rooms would be necessary for the heads of the ethnic group, for there are certainly no such rooms for offices and apartments of the officials. Thus, it is not possible to speak of such rooms. Dr.Awender regrets that the circuit leader did not make use of the offer to involve the leaders of the ethnic group in the work and offers this help again. Here he pointed to the exemplary and very erratic cooperation of the heads of the office, who were appointed by him to the district authorities to Iglau, Klattau and Pilsen, who work with the local departments of the district administration for the benefit of both parts. Dr.Awender believes that the relatively larger work effort and the supply of private quarters in these circles is also due to the cooperation of the ethnic group and the district authorities.
