L Ü t g en s, which comes from a respected Hamburg family, was initially employed as a commercial apprentice, employee and finally as a representative at the Voget & Rose company in Hamburg after passing the maturation examination. l924 he set up his own business, which he had to give up in early 1 928 for financial reasons. He then joined the Neuer Sparkasse in 19864 in Hamburg. After two years of work, he was appointed head of a branch of the city of this institute, in order to be appointed to the post of executive director in March I934. L. In 1936 Lütgens left the Sparkasse and was hired by the department of the Special Representative for Economic Development and four-year plan in Hamburg. In 1936 he left the savings bank and was appointed as a member of the NSDAF. When a committee for the promotion of the Hamburg economy in Bohemia and Moravia was set up within this department on 9 November l939, L. - despite the objection of the economic advisor to the Hamburg administration of the NSDAP and other bodies - was appointed as the commissioner for Prague on the recommendation of Senator Dr. Mac Lean of Coll. In this matter, the Hamburg Senator Pg. Dr. Nieland, the later mayor of Dresden, is also said to have engaged, whose special favour sicH Iütgens enjoyed. In May 1994 Lütgen's retirement from the working committee was to enter the bank house I.G. Selig in Prague as a senior employee or partner. However, this attitude did not occur; L. was used in September l94O as trustee of the company "Ak- tengesellschaft für Glashandel ORLIcKY". Lütgens is described as incompetent and unreliable in character. He always presented exceptionally high Gghaltsforderungen, lived in a very luxurious apartment in Prague and is regarded as "Typischer Blender, who prefers to do his business in the coffee house, always flaunts the surface and is quite averse to serious commercial work". At the end of lg40, he appeared in Prague by intervening for a former concentration camp prisoner, citing director Albert Göring. Overall, Litgens is regarded as a person who is reckless about his economic progress and who knows no scruples in the choice of his colleagues.
