30 2 The speech by Minister Moravec of 19 February 1943 was given more attention by the Czechs this time, as it was expected that Moravec would comment on Dr. Goebbels' remarks. Most Czechs also want to be able to see from his speech that Germany is about to collapse and a victory of Bolshevism. Since the minister did not take a sharp stand against the intelligence in his usual way this time, the speech was often referred to as a plea and apology speech. His attacks against Benesch and his machinations with Judaism were already too well known and "druffed off". Workers believed that they could conclude from his remarks that Moravec himself did not believe in a German victory and was now looking for a way of retreat. It would no longer be necessary to take long-winded considerations about the disadvantages of Bolsohewism, but rather to show a clear and clingy path. Active Czechs are encouraged to set a certain time for their radio presentations, since this is the only way to achieve a greater impact on the population. In the context of the administrative simplification necessary in view of total warfare, the question was raised as to whether it would not be possible to restrict appeals in administrative criminal proceedings in the event of violations of war-related rules, which was in the interests of their fight against them and would also involve human resources savings, because the staff of the national authorities dealing with appeals could be largely saved. At the same time, almost all the court rulings of the district authorities are still open to appeals to the Landesbehörde@n, which does not directly promote the responsibility and decision-making competence of the responsible district head or his clerk.
