In the matter of the wrong reports from farmers I was made aware of some circumstances which may have affected the result of the original notification action. I would like to allow myself to inform your Excellency of these circumstances without apologizing for the previous irregularities, and it is pointed out above all that the farmers sought to retain a certain amount of feed for the slaughter cattle, which they had to deliver before the next harvest, i.e. until 30 June 1942. Furthermore, they should have been concerned with securing the agricultural labour force, to whom the farmer is often also obliged to give greater allocations than required against his conviction, and it is also argued that, as a result of the delay in the harvest, which in turn was a consequence of the delays in harvests and field work, uncertainty about the result of harvests, etc. These moments, together with the fact that the organization of the harvest reports and the harvest treasure in the Protectorate is not yet fully structured, that the same must be established in the protectorate at the same time as the war economy, in contrast to the conditions prevailing in the old empire, where the directed economy was already created before the war.
