The government comes before the parliament with a judgment which is praktiseh a summary of the speech of the President. 2.) Parliament votes a state declaration. Approximate content: a) the Slovak state is an expression and bearer of the Slivaki people's consciousness and self-sacrifice will. (b) The previous state-law violations of other peoples and steats are thus permanently extinguished. (e) The sole and exclusive legal representative of the Slovak State is the State President and the Slovak Government. (d) Parliament reaffirms the right and competence of the State to authority and employment throughout Slovakia's Stettertee This State Declaration is fully substantiated by the applicant before the Parliament. The decision is motified in a circular note of the Slovak Ministry of Foreign Affairs to the powers with which Slovakia maintains diplomatic relations. In the explanatory statement, reference is also made to the so-called Benesch-Moscow Pact of December 2, 1943, and the note is also drawn to it.
