-3- 2 was considered the reception of a 20-30-member peasant delegation by the President of the Republic, in his representation by the Chairman of the Protectorate Government, but this was resolved at later meetings. The Prague meeting was scheduled for Friday, 1 December 1984 and the Brno for the following Saturday, 2 December. In the programme of these two meetings, Minister Hruby was to speak on the subject of the "Two Years of Association" after the opening speech of the respective regional federations. Subsequently, two volunteers had to speak about the status of deliveries in their area, and a 2. The Minister's speech on the food battle and a closing speech of the national chairman were planned. In addition, however, difficulties arose in the preparation of the Beriçhtes about the two-year activity of the association. The documents for this were already available in August of the previous year and the responsible propaganda officer, Ing. Š a f a ř, commissioned on l8.l0.l944,was to produce a report on the activities, was still not available about a few days before the meeting. At the request of the Minister, the aim was to print the activity report and make it available to the Federation's officials as a reference document, which should include also the most important legal documents (greening regulations and current statements) and a list of the members of the Association and its affiliated organisations. A few days before the scheduled meeting, the Association then held a discussion with various speakers on the drafting of the report, which, as a result of the often unclear and contradictory opinions, brought about major differences of opinion to the instructions of the Minister who had previously given individual speakers.d Finally, after clarification of the conflicting positions, all the forces were agreed to use them to meet the Minister's wishes and to be completed in good time.e New difficulties followed from the fact that it seemed to be an unsolvable problem to work together on an overall report on the reports presented by the Bohemian and Moravian associations. This was the result of a certain bureaucratic cumbersomeness, especially of the leading German apparatus of the association, which triggered the Minister's criticism. As the report remained unreceived, the Minister considered a one-week postponement of the meeting - a circumstance which variedly penetrated downwards - and expressed its views with regard to the air attack on Brno.
