In the procurement of emergency quarters, it was also aggravating the situation that the right to make bomb victims immediately available to empty apartments is only available to the organs of the municipality, so that the NSv administrators could not meet on their own initiative. The population of the city of Zlin as well as the workers of the Bata-Nerke behaved only in a few cases after the alarm had been triggered on the 2o.ll. air protection. The staff of the bata-works, which had already been released from the workshops before the alarm, had gone near the air protection tunnels and cover trenches, from where they curiously watched the enemy planes.
