Prague, 19 September 1939. 2 1. IX. 1939 With PAnogen Mr. Ministerial Councillor Dr. B e r t s c h. Since the Gau Sudetenland is repeated over short or long on the matter, I consider it expedient for you to give a lecture to the Secretary of State and, at the same time, to establish the guidelines according to which the matter is to be dealt with. My view is that craft and trade, as far as they are practised in the Protectorate of People's Germans, are far too weak to justify the initiation of a special full-time party service. It would be sufficient for the four companies to agree on a liaison person based in Prague and, moreover, to retain the supervision of the trade and craft sector of the relevant group of their division. As far as the involvement in the course of the commercial licensing procedure with the protectorate authorities is encouraged, I believe that an influence is indeed desirable and therefore desirable.
