This order removes the difficulties and ambiguities which have so far arisen and which the four authorities of the Protectorate should use for deliberations, draft regulations, etc. It also clarifies the question whether the party should be involved in draft regulations at all, and so on. The party liaison body - as a department of the deputy of the leader, - takes up the position of my authority vis-à-vis it, as represented by the deputy to the leader with his staff against the Reich ministries. I would therefore ask the group leaders to ensure that the head of the party liaison body, in accordance with point 7 of the order of the deputy representative of the leader, is consulted on all fundamental issues in order to ensure mutual agreement from the outset. I also order that direct negotiations should not be held with any of the Party's services unless these services have been authorised by the Party Liaison Office to negotiate directly. In the case of the groups of in-depth correspondence of departments of the party which does not bear the endorsement of the Party liaison body and which, in the first period, inadvertently enter the groups, the party liaison body shall be sent to the opinion prior to processing.
