86 - 2 - to make meaningful arrangements in individual cases, to be submitted before publication: l. the Reich Protector, in so far as they are to be issued by the Hinisteri or the administrative authorities responsible for the whole Protectorate area, or by the national authority in Prague or by other administrative authorities competent for the territory of the State Authority in Prague, 2. the "Märten" group of the Office of the Lord Reichsprotector in Brno,as far as they are to be issued by the State Office in Brno or by other administrative bodies which are local to the territory of the State Authority in Brno; (a) the obligation to submit to the Councils of the Oberlandes, in so far as they are to be adopted by the district authorities or by the other administrative bodies responsible for the scope of a district head team or by municipal and local authorities; (b) the obligation to refer shall apply both to the authorities of the Protectorate and to the territorial self-governing associations, as well as to the administrative bodies of such bodies, institutions and undertakings in which the Protectorates themselves or a local authority or a municipality are involved. (c) The obligation to submit is subject to both the basic rules themselves and the implementing provisions and administrative orders which have been adopted. At its meeting on 27 September, the Government adopted a decision: the central authorities are ordered to direct themselves to the Reich Protector and to meet to ensure that all the authorities which fall within its scope (institutions, bodies, agencies, etc.) are also represented in their own departments.
