I therefore request that all the surveys and discussions to be carried out in this matter be conducted in such a way that hopes are not aroused in advance with regard to the proportion of the German population or even with any persons envisaged as government commissioners. If your review shows that there are municipalities in your district where action is required in the above sense, I request that a detailed request be submitted separately for each individual case.
