the meeting of the South-East Europe Community held in Prague on 17 December 1942. In the introductory words he put forward at the meeting, he clearly outlined the remit of the Protectorate's economy in the context of the entire South-East European economy, and also offered the cooperation of Bohemia and Moravia in the economic development of the newly gained eastern region. This proves on the level of the economy, from which high point of view he put the tasks to the protectorate. Since the political line pursued in the Protectorate was not aimed at the effect of present measures, but at the creation of a sustainable internal political foundation in Bohemia and Moravia, the new formation of the Czech autonomous government and a reconstruction of the entire administrative apparatus could not be avoided. On 1 January 1942, the members of the newly formed government with its approval by the President of the Republic of Germany, the process of state law, not as a "normal change of person", but as "a historically significant change of direction". The new government was to form with it "the leadership and working group that is searching for mutual trust for the solution of all tasks in this area." However, since a clear trust also requires clear responsibility, in the new government he removed the previously practiced principle of collective responsibility of the College of Ministers, which in reality was a collective irresponsibility, and replaced it with the principle of responsibility of each minister. A more serious act of confidence was the administrative reform, which, like the obligation to serve young people, he made the day before the attack on him, in a press conference held in Brussels on 26 and 27 November.
