- 8 - 74 The way in which a people, in the spirit of the new order, shape their social life depends on the various conditions which it finds in itself. The new social order is not a scheme to bring in the lives of the peoples, but an idea to fully develop the life of the European international community. + These ten basic ideas may have different interpretations and additions among the different peoples of Europe; practical social policy will have to take different paths, depending on the particular circumstances, to turn the idea into a national social reality. But these guiding principles seem to crystallize, which, as a basic European constitution, results from a reorganization of social relations based on reason and justice, resulting from countless measures, publications, discussions and statements in all the countries of the continent. The process of clarification has not yet been completed, nor is it necessary to get to know and debate more deeply among the peoples of Europe, so that the commonness of social will fully enters into the consciousness of each nation. May this assessment of the social will in Europe help to clarify the essentials and not to be hampered by priority issues and the necessary differences in social policy practice.
